What is the difference between private property and govt.property.?

It is the views of most of the people that peivate property which is under lock and key of the owner while Govt.property which is open for scandals i.e. Zirakpur Committee has kept its propert openly from the last more than one year on the road near Royale Estae,Zirakpur(SAS Nagar Mohali)(Punjab)(India).If it was the property of the officer of the Zirakpur Committee,it must be under lock and key.
