Why does people think it's OK to put copyrighted stuff up as long as they say they don't own it?

I want to know where the false rumour originates from where people think that they can't get in trouble as long as they say "I don't own this" or alternatively states who owns it, when uploading copyrighted material to YouTube and other similiar sites?
