Can someone help me with the name of this movie?

When I was little I used to watch this movie on 13 nights of halloween on abc family(possibly fox family at the time.) I ume it was just a tv movie. Anyway it started out with this crazy woman killing herself by drowning. Her body was never recovered but a tombstone was placed in the cemetery anyway. So, years later, the woman's daughter, who has grown and gotten married begins seeing her mother and is terrorized by her. It is eventually revealed that her husband was having an affair with her best friend. Her best friend was the one stalking her dressed up as her mother. The husband and the best friend were planning something against the woman. I do not know if they planned to kill her or just make her go crazy. That's all I remember. If anyone can help, I'd appretiate it. Thanks
